Our Team

Franz Kloibhofer is a Registered Professional Planner and a Senior Associate at A. J. Clarke and Associates. Franz has more than a dozen years of private sector experience as a development and planning consultant in municipalities across Southern and Central Ontario. His experience includes all municipal planning and development approvals, project management, land use feasibility analysis, public consultation and conflict resolution. Franz has been qualified as an expert witness at the Local Planning Appeal Tribunal (LPAT, formerly the OMB) and has extensive development negotiation experience. Franz specializes in infill development projects, ranging from major high-rise proposals throughout the GTHA to smaller mid-rise and block townhouse projects, with a particular focus on transit-oriented residential development within Urban Growth Centres.

Franz efficiently manages the multiple facets of any development application and has proven himself an invaluable asset to his clients for his expertise, forthright approach, and ability to effectively anticipate and manage risks.
